First Genesis Breaks Ground on $13 Million Affordable Housing Development

First Genesis Baptist Church is proud to announce the groundbreaking of a transformative new development in Rochester’s Upper Falls neighborhood. In partnership with Monroe County, the City of Rochester, Rochester Management Inc., Atlas Construction, and Passero Associates, the First Genesis Development Corporation is leading a $13 million investment to expand affordable homeownership opportunities for local families.


This project will bring 22 new single-family homes to a historically redlined and underserved community, helping to create stability, opportunity, and pathways to generational wealth. Homes will be attainable for households earning between 50–60% of the Area Median Income (AMI), with special subsidies available for energy-efficient construction.

“After many years of prayer, planning, and collaboration, the First Genesis Single Family Homes project will be the anchor project to transform families and neighborhoods while changing the landscape for generations,” said Rev. Dr. Frederick Johnson Sr., President and CEO of First Genesis Development Corporation. “This is a testimony that collaboration with the faith community, civic, and private entities can truly transform our city.”

The initiative is supported by major partners including New York State Homes and Community Renewal (HCR), the ESL Foundation, the Greater Rochester Housing Partnership, NYSERDA, and LISC.


Construction has begun, with homes expected to be completed by 2027.


This historic moment represents more than new homes—it reflects the power of faith in action, community partnership, and a shared vision for a stronger Rochester.
